Draft Regulatory Impact Analysis on the Transposition of Directive 2012/18/EC ('Seveso III')

The Health and Safety Authority requests comments and observations on the Draft Regulatory Impact Analysis on the transposition of Directive 2012/18/EC (‘Seveso III’) as part of the process of developing draft regulations.

The Seveso III Directive 2012/18/EU of the European Parliament and Council 13th August 2012 on the control of major accident hazards involving dangerous substances entered into force on 13th August 2012. Member States are required to implement it into national legislation from the 1st of June 2015. Draft regulations will have to be submitted to the Minister for Jobs, Enterprise and Innovation, Mr. Richard Bruton, for his consideration.

The main objective of Directive 2012/18/EU is to prevent major accidents involving large quantities of dangerous substances (which are listed in an annex to the Directive, either by name or by hazard category) and to limit the consequences of such accidents for human health and the environment.
