The Health and Safety Authority requests comments and observations on the draft “Code of Practice for Health and Safety in Dockwork” prior to submission of the proposed Code of Practice to the Minister for Jobs, Enterprise and Innovation (Mr Richard Bruton) for his consideration and consent to its publication by the Authority in accordance with section 60 of the Safety, Health and Welfare at Work Act 2005 (No. 10 of 2005).

The purpose of the Code of Practice is to provide practical up to date guidance on hazards and controls within the docks industry, primarily in relation to the loading and unloading of goods at the ship/shore interface.

The Code of Practice has been prepared following a review of the Docks (Safety, Health and Welfare) Regulations 1960 and the Docks (Safety, Health and Welfare)(Forms) Regulations 1965, both of which have been partly revoked.

Following this public consultation proposals will be developed for the revocation of the Docks (Safety, Health and Welfare) Regulations 1960, the Docks (Safety, Health and Welfare)(Forms) Regulations 1965 and associated elements of the Safety in Industry Acts 1955 and 1980 on the basis that, in tandem with the Code of Practice, all relevant provisions are covered by other regulatory instruments within the domain of the Authority or other agencies (including the General Application Regulations 2007).
