Amendment to the Guidance on Technical Land-use Planning Advice for Planning Authorities and Operators of Establishments under the COMAH Regulations - 3.4 Hydrogen Installations.
The Authority launched the current Guidance on Technical Land Use Planning Advice for Planning Authorities and Operators of Establishments under the COMAH Regulations in late 2021. This Guidance sets out the policy and practice of the Health and Safety Authority in the provision of technical land-use planning advice to Planning Authorities.
Section 3.4 of the current document requires an update to provide guidance on loss of containment scenarios, and the frequencies for each of these events (including the ignition probabilities), associated with Hydrogen Installations. This update will bring section 3.4 in line with the technical detail contained in other sections in Part 3, in terms of the approach, loss of containment scenarios, event frequencies and so on
In developing this guidance a detailed literature review of relevant hydrogen incidents, associated relevant codes and standards, and a summary of the key properties of hydrogen in comparison to conventional hydrocarbon-based fuels was undertaken by technical consultants with the relevant technical expertise.
